3. Justification for the specific reference:
Recommendation J.186 describes systems that use analog optical functions, including their operations, administration, and management features. The ANSI/SCTE documents cited provide a complete description of the management information base (MIB) for analog transmitters, receivers, and amplifiers. Therefore, it is preferable to re-use the MIBs as defined in the ANSI/SCTE documents rather than re-define them in J.186. Inclusion of the full MIB in the Recommendation is inappropriate due to the size and extensive detail of the MIB.
